Breanna C. Gray is an Assistant Professor in the Department of Government and Politics at the University of Maryland. Dr. Gray’s research focuses on congressional rules and procedures and the ways that rules in Congress shape public policy outcomes particularly for women and for people of color. She has worked in all three branches of the U.S. Government, and she has completed pre-doctoral and post-doctoral fellowships with the Congressional Research Service and the John W. Kluge Center in the Library of Congress. Dr. Gray teaches courses at the University of Maryland on the U.S. Congress—specifically focusing on political institutions, congressional procedures, the evolution of the U.S. Congress, and intergovernmental branch relations in the U.S. Government. Dr. Gray earned a Doctor of Philosophy (Ph.D.) in political science from the University of Pennsylvania, a Master of Public Policy (M.P.P.) from the University of Virginia (Frank Batten School of Leadership and Public Policy), and a Bachelor of Arts (B.A.) in foreign affairs and French from the University of Virginia. Her congressional expertise has been requested and used in news stories for a variety of media outlets including NBC Washington, Fox 5 DC, Fox 45 Baltimore, Gray Media Company, The Baltimore Banner, and The Baltimore Afro-American (The AFRO).
